Internet has no big brother and no one have the full rights over it, not even Tim Berners Lee (the creator of World Wide Web) funny, isn’t it?
According to the (ICANN),
No one person, company, organization or government runs the Internet. It is a globally distributed computer network comprised of many voluntarily interconnected autonomous networks.
Though no one actually controls, runs or owns Internet but there are well defined hierarchies which gives a clear picture of how Internet actually functions.
These well defined tasks are given to organisations like ICANN, IAB, IETF, IGF, and many more.

It is not really a beautiful one and could have been designed in a well manner but it’s OK, because the subject is very informative and i believe that there are so many curious minds in the world, who are trying to get the answer to this question.
