Baroque Works is an organization composed of bounty hunters, mercenaries, and other criminals working toward a mutual goal. Sir Crocodile is the founder and leader of it, and they spent years carrying out assassination plots, infiltrations, and other activities under the pretense of creating a new and superior nation. Crocodile's main goal was to overthrow the ruling Nefertari Family of the Arabasta Kingdom and install himself as their new ruler. He also wanted to get the ancient weapon called Pluton, which would allow him to become strong enough to challenge the World Government.
