Operation Utopia is the main goal of the Baroque Works organization, which aims to topple the Nefertari family, the current rulers of the Arabasta Kingdom. Mr. 0, aka Crocodile, is the mastermind behind this operation, and he sowed the seeds by posing as a hero for the citizens of Arabasta.

He exploits his Warlord status to appear as the hope of Alabasta; in reality, he has been inciting civil war in the desert kingdom by causing drought in the region with dance powder (which causes heavy rain). Then, the president blames King Nefertari Cobra and the royal family for all the problems. So then he could simply sit and watch the nation burn and swoop in to steal the crown once the people overthrow the king for him.

Once Mr. 0 sits on the throne, his plan extends to finding Pluton, the ancient weapon, which remains hidden in an unknown location within the Alabasta Kingdom. With his newfound ancient weapon, Mr. 0 aims to create a formidable utopian nation that can even challenge the World Government in terms of power. Now you know where the title Operation Utopia originates from, and in the finale of live-action One Piece Season 2, Mr.0, remarked that his project will lead him to the One Piece.

In the source material, Mr. 0’s Operation Utopia was almost complete, but the Straw Hat Pirates, along with Nefertari Vivi, saved the day by preventing Crocodile from accomplishing his goal. With his Baroque Works agents, Mr. 0 artificially created droughts around the regions of the Arabasta Kingdom and tricked the people into believing that it was all done by their king.

However, Mr. 0’s plans would soon be exposed to the public by the Straw Hat Pirates. Then the civil war stops, and Crocodile gets arrested by the Marines. In the end, Princess Vivi restores peace in her kingdom, and Crocodile is imprisoned at Impel Down for his grievous deeds done to the people of Alabasta.
