So, there is a chance that they have come up with a character representing the country. There is another interesting theory that comes from Reddit user Wrothman, which states that the Hammer of Boravia might turn out to be a reinvented Avruskin (General Zod II). In the comics, he was a minor character, but DC could simply use the name, change everything else around him to make him one of the villains of the Superman movie.
