One For All is easily the strongest quirk in My Hero Academia, mainly because of two reasons: the quirk (along with sub-quirks) can be passed on, and the power of each quirk grows over time. Thus, One For All is the tailor-made quirk to defeat All For One and his great evil forces. Throughout history, numerous characters wielded the One For All in their long-standing battle against AFO. All ‘One For All’ Users in Order in MHA

First, we recommend checking out our One For All quirks guide to understand the history of how this quirk came into existence. Yoichi Shigaraki, the younger brother of AFO, silently possessed the “Quirk Bestowal” ability. When his brother forcefully gave him the “Power Stock”, he combined both to create the “One For All” quirk.
The quirk bestowal meta ability of OFA allowed its users to pass down the original quirk along with the sub quirks to a future successor. For the first time, Yoichi transferred the quirk to Kudo. Since then, there have been a total of nine different users of One For All. Izuku Midoriya was the last known user of OFA. We have listed all the previous One For All users before Deku inherited below in the correct order:
1. Yoichi Shigaraki

Yoichi Shigaraki, AFO’s younger brother, is the originator of the One For All quirk. With a frail body and a distinct quirk, Yoichi couldn’t fight against his brother. But he stood up to his brother’s evil plans in a different way. Using his own quirk bestowal and the power stock ability given by his brother, Yoichi created the One For All quirk we know today.
When Yoichi met Kudo (who rescued him), he not only passed on all the vital information he knew about his brother but also his OFA quirk to him. Yoichi may not have fought against his brother, but the first user of OFA’s efforts shouldn’t be overlooked at all, as One For All wouldn’t exist if it weren’t for his ingenious actions.
2. Toshitsugu Kudo

Toshitsugu Kudo was a rebel who opposed AFO’s tyrannical rule with the help of his group in the new age of quirks. Initially, Kudo infiltrated AFO’s place with the intention of killing his companions, which included his brother Yoichi. However, he changed his mind once he saw Yoichi and rescued him, which was one of the turning points in history.
Shortly after this rescue mission, AFO tracked down his brother and killed Yoichi with his bare hands in front of Kudo. That was a blood-soaked, tragic incident, and some of Yoichi’s blood splattered all over his face. This accidental moment led to Kudo becoming the first inheritor of One For All, as the inheritor got the blessings (will of the previous user) and consumed the DNA of the previous user (through blood).
Along with his new OFA quirk and his original Gear Shift quirk, Kudo continued to rebel against AFO. But he was later killed by him, as AFO believed Kudo was the main reason he lost his brother. Kudo, the second user of OFA, made sure to pass down the quirk to someone he believed in before his death.
3. Bruce Lee

During Yoichi’s flashback, there was another key figure who would go on to become the second inheritor of One For All, following Kudo. It was none other than Bruce Lee, who was more of a right-hand man of Kudo in their resistance group. When Kudo received the OFA quirk, Bruce Lee was the first person to identify it and even gave the title “One For All.”
Right before Kudo and all of his bloodline were murdered by AFO, he passed the quirk to his pal Bruce Lee. Bruce Lee was the third user of One For All, and he brought the Fa Jin quirk with him. Unfortunately, Bruce was murdered in cold blood by AFO. But as he knew death would knock on his door sooner, he passed the One For All quirk to Hikage Shinamori next.
4. Hikage Shinamori

If you have noticed by now, the power difference between the One For All users and the AFO was so massive that they failed to overcome it. Hikage Shinamori, who became the fourth user of OFA after inheriting it from Bruce, realized the disparity in their power levels and chose not to fight AFO. But he decided to use his time to train and significantly amplify the power of the OFA quirk.
Hikage also possessed his own quirk, Danger Sense. However, wielding two quirks at once started to take a huge toll on his body. He wielded the One For All quirk for eighteen years, the second-highest record after All Might. As he felt that his end was near due to this effect, he found Daigoro, one of the heroes who fought against AFO, and passed it to him.
Later, Hikage’s case of health deteriorating revealed an important detail that the quirkless users, such as All Might and Deku, weren’t affected by the One For All quirk’s burden, as they didn’t possess any quirk, unlike the other users before them.
5. Daigoro Banjo

As Hikage’s health was quickly worsening, he chose Daigoro Banjo, a Pro Hero, to continue carrying the torch as the fifth user of One For All. Before receiving One For All, Daigoro was continuously clashing with AFO and his forces, using his Black Whip quirk to overthrow them. With One For All, he came out hiding to fight AFO but met the same end as his predecessors.
Luckily, he met En, who wanted to fight alongside him beforehand. With his death imminent, Daigoro presented his blood to En, letting him become the next inheritor. Hence, Daigoro’s time with OFA may have been short, but he was one of the individuals who never gave up on resisting AFO’s rule.
6. En Tayutai

Daigoro Banjo’s relentless fight against AFO inspired many people, and En Tayutai was one among them. That was why he decided to offer his help to Daigoro, but the latter rejected out of fear of AFO killing everyone associated with One For All. But when Daigoro was on the verge of his death, he entrusted the quirk to En as it was his turn this time as the sixth user of One For All.
En previously had the Smokescreen quirk, and with OFA in his hand, he put together a new rebel group and continued the fight against AFO. But still, he wasn’t a proper match for AFO’s powers and was brutally murdered, i.e., his entire body was split into two by AFO. As you would know by now, there was another character around his deathbed who would then inherit OFA from him.
7. Nana Shimura

If you are curious about how En and Nana Shimura were connected, the answer is Nana’s husband. Remember when I said En formed a new rebel group? Nana’s husband was also in it, fighting against AFO, and lost his life. Then, when En was about to die, Nana came and acquired his quirk to continue fighting as the seventh user of One For All.
Nana was already a Pro Hero at this time with her Float quirk. In combination with One For All, Nana Shimura quickly rose as one of the greatest heroes. Moreover, Nana didn’t pass the OFA quirk to the next person in her last moments. Instead, when she crossed paths with a young Toshinori Yagi, who caught her attention.
She would go on to be killed by All For One, as it happened with other users. But before that, she not just entrusted the OFA quirk to All Might, but also guided him in honing his new quirk, which tremendously helped All Might in the long run.
8. Toshinori Yagi

Toshinori Yagi, more popularly known as All Might, was the very first OFA user we met without knowing he was the eighth user of this unreal power. In case you weren’t aware, All Might was also a quirkless boy (like Deku), but he had a strong conviction of becoming a Symbol of Peace in these crisis times.
After receiving the quirk from Nana Shimura, All Might trained under her to master the OFA quirk. On top of it, he became the perfect carrier of the quirk as he was quirkless. With no holds barred, All Might made complete usage of the OFA quirk to become the greatest hero this world has ever seen. He became the Symbol of Peace he desired to be, and even defeated AFO.
The serious injuries he received in his battles against AFO began to affect his quirk usage as he could use OFA for a short period, unlike before. So that made All Might go in search of the next successor, and his path crossed with Midoriya Shonen. He let Deku inherit his quirk, and the rest was history.

Following the time skip, the last remaining embers of OFA also disappeared from Deku. So, he becomes quirkless once again at the end of the MHA series.
