The Ice Warpers Rod will only present itself when you have completed the Lever puzzle in the Northern Expedition. This puzzle involves activating the 6 levers scattered all around this newly introduced island.

This cave falls in the path that connects the 3rd base camp to the 4th one. Simply head to these coordinates: 19871, 628, and 5372, and you will find a narrow opening on your right.
Head inside this narrow tunnel, and the last lever will be in front of you. Once you activate this lever, you will be able to see the Ice Warpers Rod spawn at the center of the blue star on the ground. Now, you may buy it for 65,000 cash.
