The music puzzle’s starting point and the entire puzzle are within the Buried City in Arc Raiders and were added with the Cold Snap update. To start it, you won’t need to talk to any handlers. It is an easter egg quest that you can start anytime.

Go to the building beside the Red Tower; you will come across a locked door. This area hides several useful items that become accessible once you complete the Buried City Music Puzzle. Right next to the stairs, you will also spot a red button. It is one of several similar buttons spread across the map that become important later in the puzzle.
