Denial and Judgment is a random item drop from defeating the Knave Tounce Domain. You can find this domain near the Mont Esus East, west of New Fontaine Research Institute in Fontaine. Defeat Arlecchino to get Denial and Judgment for Citlali. Furthermore, you can craft it using either Fading Candle, and Silken Feather with Dream Solvent.
