The Ice Warpers Rod will only present itself when you have completed the Lever puzzle in the Northern Expedition. This puzzle involves activating the 6 levers scattered all around this newly introduced island.

This cave falls in the path that connects the 3rd base camp to the 4th one. Simply head to these coordinates: 19871, 628, and 5372, and you will find a narrow opening on your right.
