How to Get Bone Blossom Seed in Grow a Garden
You can only obtain Bone Blossom as the final Weekly Prize from the Grow a Garden Prehistoric Dino event quests.
To check your quests, you must go to the central event hub and interact with the Blaire NPC. Once you do so, you will see your Dino quests and the weekly task completion bar and rewards at the bottom. Complete each task to collect individual rewards, and when you fill the weekly meter, the Bone Blossom seed will be yours.

Prepare for a solid grind, as there are no alternative ways to get this seed. I suggest you collect all Grow a Garden gears, such as lightning rods, sprinklers, or even basic seeds like strawberries and apples.
The quests you receive will ask you to plant something, pluck crops, craft items, or even grow pets to a certain age.
