This mission is part of the Solid Foundation faction questline, which sees you bring Connor, Oliver, and Eric to the Greymane camp in Howling Hills. After joining the camp, all three characters will set up a stall, and you can visit Eric’s stall to get access to the Barber Shop.
Getting to this quest could take you dozens of hours since you’ll have to run through the Gathered Will questline first. Once this questline is done, dispatch some Freeswords towards Howling Hills for some errands, which will let you unlock the Solid Foundation missions. These are more straightforward, as you’ll be following rumors to track down the locations of the three Greymane members mentioned above.
