Fans of Fallout: New Vegas will be more than familiar with the Legion’s objectives and methods, but newcomers will likely be wondering what they’re all about, and what’s with the dollar-store Roman attire?

All the information in this article is derived from Fallout: New Vegas and doesn’t touch upon anything revealed in the Fallout TV show. With that out of the way, let’s get started.

What Is Caesar’s Legion in Fallout?

To put it simply, Caesar’s Legion is a nationalist, imperialist, totalitarian state that’s built in the image of the Pax Romana. It abides by archaic principles such as forced labour, institutionalized misogyny, crucifixions, and murderous conquering.

The Legion was formed by a man named Edward Sallow, who encountered a collection of historical texts, including material on the Roman Empire. From these readings, Sallow became convinced that ancient Rome offered a blueprint for rebuilding civilization in the post-apocalyptic wasteland.

The Legion began taking shape after Sallow and his companions were captured by Arizona’s Blackfoot Tribe. Using his education, he was able to win favour among the tribal natives and helped them crush their local rivals. Following this successful conquest, Sallow abolished the tribe’s old customs and identities, replacing them with a strict hierarchy modelled after his interpretation of ancient Rome.

Tribal names were erased, and leaders were appointed rather than elected. Sallow also assumed the role of Caesar (pronounced ‘Kai-zar’ because he’s a little stupid) and demanded utmost loyalty from faction members. As the Legion expanded, conquered tribes were either absorbed through forced assimilation or destroyed outright.

By 2281, the faction controls a vast stretch of territory east of the Colorado River, which includes parts of Arizona, Utah, and New Mexico. Its westward expansion towards New Vegas was sparked by Caesar’s ambitions of taking over Hoover Dam and the New Vegas strip. In doing so, he sparked the First Battle of Hoover Dam against the NCR, which the Legion lost. However, they recovered within four years and plotted another assault – the outcome of which is determined by the player.

It’s unclear if the Legion is just as powerful during the events of Fallout Season 2 (set 15 years after Fallout: New Vegas), but they clearly have enough resources to remain in the Mojave.

What Is The Legion Doing in Fallout Season 2?

Since we don’t hear a single dialogue from the faction, it’s impossible to guess what they’re up to in the Fallout TV show. Given their imperialistic ambitions, it likely has something to do with capturing Hoover Dam (the primary source of electricity in the Mojave) and eventually taking over New Vegas.

What we do know for sure is that Macaulay Culkin’s character is a high-ranking member of the Legion, possibly a Legate (Caesar’s commander-in-chief), who likely wields a ton of influence over the faction. We’ll be sure to update this guide with more details as they’re revealed.
