To upgrade to higher levels, you’ll need to individually level up both Major and Minor skills to fill up your XP bar. Naturally, increasing your Major skills will contribute more XP to this main level-up bar, while Minor skills will contribute less.
You can improve both skills by simply practicing them during gameplay. For instance, Sneak can be improved by using stealth and pickpocketing, while Marksman is tied to your proficiency with a bow in combat. With that being said, the Major skills assigned to your character as part of your chosen Class will level up significantly faster as compared to all other skills.

How to Level up in Oblivion Remastered
Once you’ve upgraded multiple skills and filled the main bar, you’ll receive a message in the top-left corner of your screen that asks you to ‘meditate on what you’ve learned.’ A bronze logo in the top-right corner of the screen will accompany it. This is basically an invitation to find a bed to rest in and level up.
Keep in mind that you’ll need an owned bed to level up, so either purchase a room at a Tavern or find a bedroll. We recommend heading to the Imperial City Elven Garden District and resting at the King and Queen Tavern, which is a short jog away from the entry gate. The duration you rest for doesn’t matter, as you’ll be greeted by the level-up screen right after interacting with the bed.
On this screen, you’ll have the option of assigning 12 Virtue points to a maximum of three Attributes. The maximum number of points for each Attribute is five, so you’ll have to distribute them mindfully. Once you’re happy with the allotment, just hit Confirm, and your character will level up.
