Right now, no. Since there are no flying enemies in the game, Hill units lose their intended advantage and suffer from limited placement spots. Until flying enemies are added, ground DPS units will always provide more value.
Ruda (Fist), RedHair (Emperor), and Song Woo (Assassin) are excellent early investments if you pull them. If you are still building your roster, Enjo (Golden) and Cha-In (Sword Dancer) can help you clear early content before you replace them with stronger summons.
