This would be the first full-length appearance of Sam Wilson as Captain America after briefly wielding the mantle in The Falcon and The Winter Soldier. The speculation of Steve Rogers appearing in Captain America Brave New World came from a scene in the trailer where Sam and other military officials are carrying a casket. It was speculated that the funeral was of none other than Rogers since in Endgame. In that movie, we see that he has turned really old after he decided to stay back with Peggy Carter to start over.
Other than that, it is not officially confirmed that Steve Rogers will appear in Captain America 4. However, the one probable scenario is that Sam could visit Steve to ask for advice on being Captain America.
