What happens if the tube oxygen runs out in Abyss?

Once the oxygen meter hits zero while exploring in Abyss, you will die, losing 25% of your inventory and money.

Does carrying too much fish affect movement in Abyss?

Yes, the more load or fish you carry, the slower your movement gets. And, you cannot carry more fish than the specified tube load.
