In the original Daredevil series, we saw Fisk go to prison more than once, and in Season 3, his crimes were exposed by none other than Foggy Nelson, ultimately sending him behind bars for good. However, he later reappears in Hawkeye, where, once again, he is a free man without any visible repercussions for his crimes. By the end of Hawkeye, we see that Fisk gets shot in the face by Maya Lopez, and even though she assumes he is dead, he lives to fight another day and then reappears in Echo, a series revolving around Maya Lopez.

The answer to that is rooted in the real-life laws of mayoral elections in New York.
While the laws regarding election differ from state to state, in the case of New York, a person can only be permanently banned from contesting in the elections if they are convicted while being in office.
In the case of Fisk, his crimes came to light in Daredevil Season 3, where he was not even considering being the Mayor, so even though it’s a pretty weird law, it opened the doors for Wilson Fisk/Kingpin to run for the Mayor of NYC.
